Marijuana and the International Law

Like Alcohol, all countries have different ways of dealing with Marijuana. This is a list of laws that Countries all over the world have for possession or use of marijuana.

Albania – Laws prohibit possession and use, but are rarely enforced.

Argentinia – Accepted but not legislated for Medical Use. Smaller amounts decriminalised.

Australia – Different States have different laws. Queensland would see possession of marijuana as an offence for which one would appear in court. Hypothetically, this could lead to up to fifteen years in jail, but this is not common for possession of small amounts. New South Wales and Tasmania have banned use, which attracts fines. Other states and territories, such as the Northern Territory see possession as a misdemeanour, which one may pay a fine for. South Australia may demand fines for some offences, and potential jail terms for more serious offenses. In Western Australia up to two plants are permitted for personal use. Northern Territory also allows possession of plants for personal use – both these states subject plants to height restrictions.


Austria – No prosecution for smaller amounts.

Bangladesh – Illegal in North Bangladesh.

Belgium – Marijuana is not legal, but is legally tolerated, so long as the user is not causing trouble to their environment. Smaller amounts are not prosecuted.

Britain – Marijuana is a class B drug (Second most restricted). There are also five separate schedules of drugs for medical use. Small amounts for private use are not pursued in court.

Cameroon – Use and possession illegal, through permitted for Cancer and AIDS patents.

Canada – While socially tolerated, and politically pressured towards legalization, Cannabis is still illegal, and fines or jail sentences may be dealt to offenders. The court ruling Hitzig v. Canada gives seriously ill Canadians the right to use Marijuana, though not a means. Sativex (essentially Cannabis in Liquid form) is available by prescription, and is used by sufferers of Multiple Sclerosis.


China – Smoking or selling can be a Capital Offence.

Croatia – Possession, sale and use illegal. In practice, less than one gram will not see a case in court, but may see a charge of 700 Euro. Cases in court may result in up to three years jail.

Czech Republic – Possession of under 20 grams is not a crime, but the owner may be fined. Czech law does not tend to distinguish between different types of drugs.

Denmark – Illegal, however it there is the interesting case of the social experiment of Christiania. Smaller amounts are not prosecuted.

Dubai – Trafficking or possession of large amounts can be punishable by life in prison or death.

Ethiopia – Possession Punishable by up to six months in prison.

Finland – Up to six plants, within a small group, distribution, cultivation and use are accepted as misdemeanours. It is to the discretion of a prosecutor to decide if smaller cases are seen.

France – Minor offences can mean a year in jail. Possession or sale can lead to 20 years in Jail. Life sentences are possible. When caught possessing cannabis, an individual can be held without trial for up to four days.

Germany – Possession and use are illegal, however, a fine may not be incurred where the amount is small enough. Small numbers of people have permission for medical use of Marijuana.

Honduras – Use and possession are regarded harshly by law. However, it is said that use is liberally treated in practice.

Hong Kong – Laws are very strict. Heavy fines may be paid and jail time varies between 7 years for use and life for trafficking.

Hungary – Illegal.

India – In Goa, Marijuana is accessible but illegal. Most offences – real or fraudulent can be paid for through bribery as corruption is rife within the police forces. Forms of Marijuana are legal for cooking.

Indonesia – Up to 20 years imprisonment for possession of an illegal drug. Possible death sentence for trafficking, though in the high profile case of Schappellle Corby, the sentence was 40 years, reduced to 20.

Iran – Illegal.

Ireland – Fines for marijuana related crimes (with the exemption of possessing seeds, which is not criminal) on a first offence. Higher fines for second offence, with even higher fines, and potential jail time for a third offense. Marijuana has no recognised medical benefits in Ireland, however an extract used to treat Multiple Sclerosis (possibly Sativex) has been approved for trials. The Gardi (Irish police) do have a level of discretion when it comes to prosecution.

Israel – Small numbers of people are permitted use, including the terminally ill. THC has been trialled in the military for Post Traumatic Stress Syndrome.

Italy – Marijuana is class B (least controlled class). Private possession and use is not penalised. Public use is penalised.

Jamaica – Possession illegal though enforcement is rare.

Japan – All THC producing forms of Cannabis are illegal. Culturally it is not popular or generally tolerated. Possession can lead to five years imprisonment with hard labour.

Korea – There is no distinction between Marijuana and any other drug.

Kuwait – Minor cases can be overlooked, but possession is punishable by Imprisonment. Sale or cultivation may lead to life imprisonment or death.

Lativa – Small amounts may result in a fine. Larger amounts may lead to a prison sentence. A drug test can be used as proof of use. A first offence may result in a fine, a second offence may lead to jail time.

Lebanon – Treatment and Rehabilitation for first time offenders.

Lituania – Use may result in a fine or jail time.

Luxembourg - Marijuana is decriminalised. Fines range from €250 – €2,500. However jail time can apply in more serious circumstances such as public use, or involvement of minors.

Republic of Macedonia – Smaller amounts may be ignored, larger amounts may result in three months to five years.

Malaysia – Harsh laws see the death penalty enforced for trafficking. Possession may see a jail sentence of between five and twenty years and whipping of at least 10 strokes.

Mexico – Small amounts of marijuana are decriminalised.

Moldova – Illegal.

Mongolia- Illegal

Morocco – Small amounts can lead to 48 hours jail time, larger amounts can lead to up to four months.

Mozambique. Technically illegal, but widely tolerated. Fines are possible with public use.

Nepal – Illegal but not uniformly enforced.

Netherlands – While the Netherlands has a reputation for having an open drug policy, marijuana is not legal. There has been support for its legalisation, but this is impossible in accordance with several anti-drug agreements to which the Netherlands is party. However, it is ‘tolerated’ and can be purchased in Coffee shops. It can be also bought as a prescription drug under the name Mediwiet.

New Zealand – Illegal, including medical use.

Norway – Up to 15 grams incurs fines of around 1500-5000 Kroner for first time offenders. Second time offenders, dealers (definition of dealing includes possession over 15 grams) may face jail time.

Pakistan – Use is accepted but not legal.

Paraguay – Illegal.

Peru – Up to 8 grams is accepted for possession, provided no other drugs are possessed.

Philippines – Possession many lead to twelve to fifteen years of jail. More serious offences or possession of large amounts may lead to Life Imprisonment. The Death Penalty has been used but was abolished in 2006.

Poland – Illegal, with high penalties for possession.

Portugal – Use is decriminalised, while sale and trafficking remain illegal.

Puerto Rico – Illegal as a misdemeanour, though tolerated.

Romania – Small amounts may lead to fines of between 150 – 200 $US. Larger amounts may lead to jail time of between 3 and 6 years. Sale may result in jail time in excess of this.

Russia – Effectively smaller amounts are decriminalised, but my incur a fine relative to the daily minimum wage.

Saudi Arabia – Death for Trafficking.

Serbia – Illegal.

Singapore – Death Penalty for Trafficking.

Slovenia – Small amounts tolerated. Larger amounts on repeat offence may result in 1 – 3 years jail time. If involved in organised crime, this increases to 3 – 15 years.

Somalia – Punishable by death or flogging.

South Africa – Illegal.

South Korea – Use not tolerated, minimum six months jail time.

Spain- The Autonomous region of Catalionia has approved trials of Sativex. Spain distinguishes between drugs that do serious harm and those that do not. Despite being one of the more relaxed countries in terms of drug laws, with home use and personal growing decriminalized, legalisation is not supported widely within the community.

Sweden – Small amounts of possession may lead to a fine, and treatment. Driving under the influence may lead to suspension of license and at least one month imprisonment. Sale may lead to a prison sentence of 6 to 10 years.

Switzerland – Use, possession and sale are illegal, as is incitement to use, and can be punished with fines or up to three years jail. However, it can be purchased in some ‘coffee shops’, and enforcement appears uneven. There is no penalty in particularly light cases. Consumption of soft drugs is punishable with a fine of around 100 Swiss franks, but the amount is relative to the accused’s financial situation. This amount increases with repeated offences or larger amounts.

Thailand – Illegal. Death Penalty often enforced for sellers.

Thaiwan – Possession can lead to up to 3 years imprisonment.

Turkey – Cultivation is controlled by the government as Cannabis has many legal uses. Possession of small amounts may lead to a fine, where trafficking, cultivation or sale may lead to may lead to 2 – 5 years imprisonment, longer if organised crime. Consumption may lead to 1 – 3 years imprisonment.

United Arab Emirates – Death Penalty seems to be possible for Trafficking. Small amounts carry a mandatory 4 years sentence.

United Kingdom – Illegal. Sativex is availible through prescription through a faily long and compicated process, and is not legally prescribed in the UK.

United States – Varies by area. In Alaska, four grams is permissible for private use.
Small amounts are also decriminalised in some areas including Boston.
In California, medical use is permitted.
In some states including LA, Honolulu, Medical Marijuana can be purchased by those with prescriptions from vending machines.
Other states such a Washington have harsher laws, with up to 5 years jail for sale, cultivation or possession over 20grams.

Uruguay – Illegal over 5g.

Venezuela – Decriminalised. Over 20g leads to mandatory drug treatment programs.

Viet Nam. – Illegal.

About Anorexia

1. What is it?

What is usually referred to as anorexia; a mental condition categorised predominately by not eating, is actually a type of Anorexia called Anorexia Nervosa. Anorexia itself means only the symptom of decreased appetite and can, as well as indicating Anorexia Nervosa, be an indication of various diseases including cancer, depression and AIDS, as well as use of certain drugs.

If we limit ourselves specifically to those forms of Anorexia we find in the Media, we’d have three to focus on. Anorexia Nervosa, Anorexia Bulimia and EDNOS.

Anorexia Nervosa is the best known, and is the form categorised by a simple lack of eating.
Bulimia Nervosta is not a form of anorexia, but is a related eating disorder. It is categorised by the eating of food, followed by the regurgitation.

EDNOS is not strictly a form of Anorexia. It stands for Eating Disorder Not Otherwise Specified. This category is lent to eating disorders where the definition is not so easily categorised.

2. Numbers and Figures

85% to 95% of sufferers of Anorexia Nervosa and Anorexia Bulimia are female
0.5 percent to 3.7 of Females will suffer from Anorexia Nervosa in their lifetime. 1.1 percent to 4.2 percent will suffer from Bulimia

Annual mortality rate of sufferers of Anorexia is 0.56 percent.

3. Diagnosis

Anorexia Nervosa; (Conditions of DSMIV-TR (Diagnostic and Statistical Manual of Mental Disorders)

1. Refusal to maintain body weight at or above a minimally normal weight for age and height (e.g., weight loss leading to maintenance of body weight less than 85% of that expected; or failure to make expected weight gain during period of growth, leading to body weight less than 85% of that expected).

2. Intense fear of gaining weight or becoming obese

3. Disturbance in the way in which one's body weight or shape is experienced, undue influence of body weight or shape on self-evaluation, or denial of the seriousness of the current low body weight.

4. The absence of at least three consecutive menstrual cycles (amenorrhea) in women who have had their first menstrual period but have not yet gone through menopause (postmenarcheal, premenopausal females).


Bulimia Nervosa. (Conditions of DSMIV-TR (Diagnostic and Statistical Manual of Mental Disorders

• Recurrent episodes of binge eating. An episode of binge eating is characterized by both of the following:

o Eating, in a fixed period of time, an amount of food that is definitely larger than most people would eat under similar circumstances.

o A lack of control over eating during the episode: a feeling that one cannot stop eating or control what or how much one is eating.

• Recurrent inappropriate compensatory behavior to prevent weight gain, such as: self-induced vomiting; misuse of laxatives, diuretics, or other medications; fasting; excessive exercise.

• Self-evaluation is unduly influenced by body shape and weight.

• These symptoms occur at least twice a week on average and persist for at least 3 months.

• The disturbance does not occur exclusively during episodes of Anorexia Nervosa.


4. Treatment.

Treatment of anorexia nervosa and many other eating disorders is difficult. There is little agreement on the best means to treat eating disorders. Anti-depressants are often prescribed but are not consistently agreed to be effective. Zinc is also regularly prescribed, and is regarded as effective for physical symptoms. Especially in serious cases, treatment of Anorexia Nervosa usually is categorized by focusing on fast weight gain.

Of all my articles, my look at pro anorexia websites has easily gathered the most comments. Some are angry, indignant pro-anorexics defending their choice of lifestyle. Some are puzzled, confused, or simply hitting out in great anger against the pro-anorexic apologists.
I found some number of these comments interesting enough as an insight into the feelings of those who have used, defended or protested these sites, and the comments range from curious to deeply unsettling.

I dont want one, thats for sure. i want to be able to snuggle up to some meat, not a toothpick. these girls gotta get this skinnyness out of their head and put on some kilos. is it becuase they arnt naturally as curvey as some other girls so they just go down another path which seems to be HOT HOT HOT?

Amazing what people will do to themselves to prove that they are in control and are individuals - as long as there are others that they can identify with and from whom they can gain approval, who are doing 'it' as well. Is individuality a look, a lifestyle, a state of mind or a plea for acceptance from an alternative reality? Some search for it, others hide from it. I'm sure many on the websites you refer to would say they've found individuality - together.

We dont do this to prove we are in control...we dont do this to be "individuals", and we sure as hell dont do it to find acceptance with others. We do it to find acceptance with ourselves.
We didnt just wake up one morning and say, "hey, lets hate our bodies for the rest of our lives and slowly kill ourselves".
This isnt about being popular or liked by others. Sure its one huge added bonus, but honsetly its wanting to not hate ourselves. We continue in the hope that one day, maybe, if we are nearly vanished, then with our fat will go the intense hate we have for ourselves.
Its not glamorous. We want out, but suicidal waves and severe anger and hurt follow attempted recovery. You feel determined and empowered when you have "sucesses". Communities cheer on your accomplishments, because to us, they are accomplishments. You dont knock someopne with a goal of getting into Harvard, so why hate people with a goal of getting into a 00 jean? So its not normal to be that skinny...who cares.
We just want to be perfect. It feels wonderful to not eat lunch and last through the hunger pains. To know that well be fine for a few more hours till dinner. To be strong. Stop trying to break our spirit.

im not anorexic tho some ppl think i am! it really gets me down seeing people critisize the way that skinny girls and celebs look.. let themlive how they wana live its their bodies that they r destroying! personally i dont see anything wrong with celebs like kate moss who is one of the prettiest girls,andnicole richie..but that might be because im used to seeing my body... Tips 2 anygirls that wana loose weight and become a size zero... it ain't all that..trust me! don't do it...i still get commentsfrm guys sayin im hot and its coz they're used to me like i am.. the onli reasonim a size 6-8is coz of my fast metabbolism! i wud prfer 2 have gawgus curves than just bones.So think of the ppl that have no choice 2 looklike they do becoz if you wana change your body to look skinny its no picnic! Ppl who wana go to a size zero give ppl that have no choice bout it a bad name, i've been told that i shud b model coz im tall, long blonde hair n blue eyes and my figure.. but i wudn't wana take my clothes off 4 a camera becoz i feel sick about the way mybones stickout n evrythink! so plz ne1 tht reads this.. dont change ur self 4 neink unless ur lyk obese n need 2 diet!

The only thing I would add to that, and perhaps in response to the responses, is to question the idea that we must be happy or love our bodies. Aside from selling blatant concepts beauty to all and sundry, the more insiduous message behind much of the media is that one must be happy. I accept that people *want* to be happy but its not something you "deserve" or must be. Once one accepts the idea that we *must* be happy, it is only a few easy steps to selling wants and desires as ways of reaching happiness. One of them being concepts of beauty and thinness. I argue that happiness is not a natural stasis of humans. We thrive on suffering and much of religion and spirituality has sought to address this common theme of homo sapiens. Perhaps once we can question the idea of happiness and loving our bodies as basic tenents of life, we might be able to move on and just accept that life is difficult and hope that we can recognise the moments of happiness when they arise.

im a uk size 4 which is an american size 0 i am a naturally skinny person and for sum reason i dnt put on a lot of weight, i used to love the fact i had a gud figure. however 1 day in physical education my frnd told me i had a bump on my stomach and that really upset me as i did wnt to hav a untoned stomach so i took up crosscountry i was the best in the county and i was happy with my body it was toned and i didnt have a bump my tummy was lat. however recently i had a injury through doin cross-country and i am unable to do it anymre i am becoming unhappy with my body for the frst tym in my life however i neva tell any1. i used to b a size 8 then i went dwn 2 a size 6 and stay there for a while nw i am a size 4 my frnds hav found out and r sayin there worried about me however there is nothin wrong with me and for a while i herd people whisper she really skinny however a few days ago 1 of my frnds came up 2 me and said ur anorexic and then evry1 started 2 say it behind my back then one of my good frnds asked me about a disease or somthing a diease that stopped people putting on weight as she heard a few people talking about me and sayin i had it or i was jst anorexic as i want to be a size 2. i broke down in my lesson when my friend told me people had been talkin about me and i could stop crying. i am not anorexic i hav not been dignose with anorexia after the day i spent crying i told a teacher i would rather be dead than put up with this and i do i jst dnt have the bottle to kill myself however a few days ago i got a hold of some pills and i haven't took them yet however im getting really insucure with my body and i carn't deal with the torment any more and i have found the bottle to tae the pills i am going to spend 1 last day with my family then take the pills and hopefully i will b gone and i wont have to put up wit the form of bulling anymore. i jst thopugh i wud let u knw bulling and saying people are anorexic doesnt help them it makes them worse and to all the people who say stuff about peoples weight just think how its affectin them and what they may do. i thought i would share my thoughts before i go forever thankyou for reading and it is a relief that i hav let my thoughts out i hav had them bottled up for so long if u r suffering from anorexia let sum1 help u that you trust nd dont keep it bottled up as when it comes out its hell. goodbye xxxxxxxxx i lv my life but its jst to much i neva thought i would b doing this a 15 just before my GCSE's but its to hard xxxxxx

i know alot of girls that get insecure about themselves are in high school. weight and looks seem to be what life is basically about. if you dont look hot for the photo day its the end of the world. you think eveeryone will look back and say she is the ugliest, fattest etc. but dont take it to the extreme of killing yourself slowly through starving yourself or even killing yourself. its all different when you get out of school, if you cant take the torment of watching the perfect, pretty popular girls or looking stupid in photos or feeling like a fat cow, just remember it will all be over wen you leave. if you really cant take it leave now! there is more than one way to make it in the world. dont go too far for looks or bullies

Through secondary school i have been told i have a nice body but not the face to match. I now think that if i have to be stuck with this ugly face that i must have the most perfect body in the world to make up 4 it. My goal is a uk size 2-4. I have been asked out a few times but say no, (even if inside i am saying yes) i will wait intill i feel worthey of having a boyfriend. I cant bare to look at my body in the mirrow, so why should any 1 else have to look at it. I think that if being super skinny makes people feel good leave them to do it. Whats the point of being fat but miserable, when you can be skinny and happy.

its not a way to show people you have control or to get attention. Its more like a contribute to ourselves. I used to be anorexic for the simple fact that i was not pleased with the way i looked. I thought i looked discusting and people did not accept me for that. People are more pleased with looking at Skinny or thinner people. Its not exactly to prove something to other people. But its to please ourselves.

It's that sick version of perfect that you cherish that makes others criticize what you are doing. Perfection is not about being skinny, fitting into nothing jeans or throwing up your food. Its not about downing down water and black coffee until you puke. What are you really achieving? You're not going to get into university, have more friends, be more admired (except by other anorexics) or anything that people with real intelligence and willpower have. This version of perfection won't get you anywhere but the rehab clinic or a front page of a magazine. You'll still be unhappy with yourself and thinking you'll never look good enough no matter how famous you are. I'm one of the most popular and admired people in my school, not because my ribcage shows (it doesn't) but because I've saved others from being just like you and taught them that to love yourself is confidence, confidence is achievement and to achieve is to win. And don't say that you don't want to be teased like the fat kids..you only think that because you do it yourself. And your constant nit-picking and paranoia won't make you any more popular it will only drive people away because no-one wants to be around vain, self-absorbed girls who only care about their visual imperfections. Submission is not popularity.

Life was HORRIBLE...Lucky my family did not give up on me n they helpd me get thru dis all n now im finally happy wid myself the way i am...a pretty 16 yr old cury gurl weighing 55kgs and 5'5 in height...i get lots of compliments now that im bak ta normal. n life has never been better...n to all those pre-teen girls who arnt happy bout der weight n who r feelin fat...dats just a phase...ur bodies r changing from a child to a woman...dunt wrry u'll look gawjus n remember if ur not happy wid who u r..nothing will ever make u happy

Anorexia isn't about acceptance from society, or popularity. It's about finding something inside yourself to get happiness. As an anorexic I have delt with the power of the disease. The mentality of sufferers is that you set a goal which can never be reached. No matter how much weight you lose it is never enough.

I thought I could be happy if I lost 10 pounds, then it was 10 more, and 10 more. It never stops. It takes over every aspect of you life until it spirals out of control. You don't see yourself as others do. You see skin as fat, you see food as evil. Simply eating a piece of fruit will, in your mind, cause you to gain weight. There is no escape from it. I wish I didn't feel the way I do about food, and weight, and my appearance. It takes over your life, and I know that in the end it will have no positive outcome. I am seeking help and have made a psychiatrist appoint all on the hope that I can change my view about myself, but I already know that it is

Often referred to as the Sunshine Drug, St Johns Wort is popular as a tea or Herbal tablet. It has had some considerable publicity regarding some success as an anti-depressant –

St John's wort is today most widely known as a herbal treatment for depression. In some countries, such as Germany, it is commonly prescribed for mild depression, especially in children, adolescents, and where cost is a concern.[4] Standardized extracts are generally available over the counter – however, in some countries (such as Ireland) a prescription is required. Smokers Rights

My friend is a smoker. To be honest this just kind of pisses me off. However, I’m going to try to write an article here with minimal sarcasm in it.

For a pretty long time I’ve been a proponent of people having the technical right to use drugs. My friend makes no small point about pointing this out passionately, every time I have a go at smokers.

“You protect everyone else and say they can do what they want to their body but you’re happy to see smokers trampled on.”

The difference as far as I see is that I don’t have ravers blowing ecstasy in my face every time I’m waiting at a bus stop.

But I do concede a few points. Yes, smokers can pollute their bodies if they wish. Yes, they have the right to smoke. No, their choice of self affecting behavior doesn’t justify treating them like lesser beings.

That said, I do have a problem with the idea of Smokers rights. Not because I don’t think smokers have rights, but because I don’t see them as having any special rights. Black rights, Gay rights, Women’s rights all function because it is accepted that that individual is as they are – they cannot change (without, as it is, SERIOUSLY extreme biological or psychological modification).

However, I have never met a smoker who endured the pain of being the only kid in preschool treated differently because he was addicted to smoking.

So in conclusion; yes, you have the right to do what you want to your own body so far as it does not affect anyone else. Yes, it is wrong that you be singled out as mistreated for your choice of activity. But for the love of God – cut out the Martin Luther King shit.

Animals and humans – who is superior? One argument put forward for Vegetarian and Vegan lifestyles is that Humans and animals are equal. And Equals do not eat each other for dinner (Fish and Bundy excluded).

However that argument sounds completely dodgy to me. If Humans and animals are equal, then why can man not eat sheep, while wolves can? In fact, if we’re equal to Lions, how come they get to eat us, and not the other way around

Poly-phasic sleep.

I became familiar with the concept of poly-phasic sleep through reading a chapter of The Game. My friend has tried it to limited success. However, there are other people who have tried and succeeded with it over long periods of time.

Polyphasic (AKA Da Vinci or Uberman) sleep is effectively a process of sleeping only 2 -5 hours’ daily through use of interspersed naps. To do this you have to basically ween yourself into it – at first you’ll keep falling asleep when you’re meant to be awake, but eventually you’ll adapt and viola! Super new always awake you

Wii: Good Shall Come of Computer Games

I’m really not a fan of computer games. I’m too much a fan of ‘doing something’, as in something that very much gives you something in the end, like a finished product, or a long sense of calm, or keeps your brain and/or body active. Hence, it’s pretty rare that any kind of computer game/console advancement gives me much excitement.
However, the Wii, I have to admit, leaves me pretty darned exited.
Computer games have always been about sitting, and exercising has always been about moving. However, with the Wii, there is not such distinction. The Wii lets you jump around, swinging your limbs broadly, or so it seems. This to me, is unspeakably awesome. A computer console that’s set up in a way that makes it part of the solution, not part of the problem. Like I said, I’m not a big computer person, but if Santa brought me a Wii, I wouldn’t say no

The most interesting thing for me is finding how people found my page. Surprisingly, to me at least, the majority of people who come to my page are looking for Pro-Anorexia websites
