Post September 11 there were a number of Anthrax scares. These today have been widely left by the wayside of most people’s minds. However, these anthrax attacks are remarkable for not only the fact that the culprit was never found, but the vast amount of unanswered questions they left open.
In 2001, post September 11, Letters containing Anthrax spores were posted to a number of news media offices, and two Democratic Senators. Twenty Two people were infected, out of which, five cases were fatal. Notes were included with two of the spore containing letters.

Many of the elements of the nature of the anthrax scare were, and to this day, remain highly curious, unanswered and volatile.
1. The links with September 11. The events of September 11 were widely source material for conspiracy theories.
2. Unsolved. The Anthrax letters were never traced back to a single person, and the case remains unsolved.
3. Military Links. Evidence suggests the anthrax in question had come from an internal military source. This may have been stolen, or this assessment may have been inaccurate. Conspiracies have also been built around this, implicating the government.
4. The nature of the Victims were of a general left wing bent, with a number of journalists and Democratic Senators being targeted.
As of 2008, the Antrhrax attacks (called Amerithrax in FBI files) would seem to have gone cold.

The mail system is huge and nearly untraceable.
Post marks can only get you so far.
I think even if they caught some emaciated bearded nut-bag there would still be unanswered questions.
Some people would be looking for a grassy knoll.
So I would figure at this stage:
absence of evidence proves nothing.
However like all desperate politicians the Bush Administration exploited the situation and turned it into a propaganda blitz.
